When Congress failed to pass its comprehensive immigration
bill in June, it left a number of Vermont
resorts and other businesses scrambling for winter help. That’s because a
provision in the existing law was allowed to expire – a provision that lifted
the cap on low-skill guest workers to include returning workers as well.

In recent years, Vermont
has become increasingly dependent on non-U.S. workers for certain jobs. Is this
a good thing? We explore the pro’s and cons with industry representatives and
Vermont Senator Bernie Sanders.
