The move follows a contentious public debate about how minorities are treated in Burlington schools.
Immigrant students and community members protested this spring at public meetings, questioning whether the education they get in Burlington is sufficient.
A group called Diversity Now issued a report that argued racism pervades the Burlington School system, where 20 percent of students are English Language Learners.
The Board will have a first reading of the newly proposed policy this evening.
Board members say the goal is to implement a plan that promotes an inclusive and equitable district that supports the development of all students.
