Two experts for the Vermont State Employees Association say proposed changes to the employees’ pension system are unnecessary and perhaps illegal.
The Legislature is considering recommendations from a special commission that include raising retirement ages, altering calculations that determine benefits and increasing employee contributions. A legislative committee on Friday heard from Gerald Friedman, an economics professor, and Beth Robinson, a lawyer who analyzed the constitutionality of the changes.
The Burlington Free Press reports that Friedman said he didn’t see a crisis requiring the changes. And Robinson said the changes would lead to lawsuits.
Treasurer Jeb Spaulding led the commission. Spaulding disputed both claims.
