In Norwich, voters decided whether to issue a bond to help finance construction of a radio communications system.
And they voted it down 305-to-204.
The system is intended to upgrade radio networks currently used by police and the Public Works Department.
Supporters say new towers and equipment will be needed to maintain or improve coverage by January, when the Federal Communications Commission reduces bandwidth used by public safety services.
Town Manager Neil Fulton supports the upgrade. He says the town will have to find funding for a new communications plan.
Norwich has already contracted with VTel to erect a tower, and grant applications for the work are also in progress.
But opponents worry about health effects of increased transmissions as well as the long-term costs to the town.
