As Congress debates increasing the interest rates on Stafford loans, VPR’s Jane Lindholm talks with Middlebury College professor emeritus Travis Jacobs about the program’s history and Senator Robert Stafford’s role as a champion of education. 

Stafford Loans were named after the late Vermont Senator in honor of his work on educations issues, which saw him at odds with some fellow Republicans, including President Ronald Reagan.
