John Kassel is perhaps an
obvious choice to be the new head of the Conservation Law Foundation. After all, he knows about
conservation as a former secretary for the Agency of Natural resources, and has
a background in law as a former litigator.
The Vermont Public
Service Board has approved a new system of setting rates for the state’s
largest power company that will allow it to recover what it pays for power at
wholesale prices more quickly. The system also could help promote energy
groups and Governor Jim Douglas are criticizing the Environmental Protection
Agency for refusing to allow states to adopt tough new clean car standards. California, Vermont
and a dozen other states have proposed new rules to limit greenhouse gas
pollution from cars and trucks. But
in rejecting California’s petition, the EPA said climate change is not any
worse in California than in other places.
