There’s a growing debate in Montpelier over how Vermont’s largest utility, CVPS, should return $21 million to its ratepayers as part of its merger with Green Mountain Power. The utilities and the Shumlin administration want to put that money into weatherization and energy efficiency programs. But the AARP and a group of lawmakers are insisting that CVPS send the money directly back to its customers.

Dorset State Representative Patti Komline and Green Mountain Power CEO Mary Powell present both sides of this issue.

Also on the program, Congressman Peter Welch discusses his thoughts on campaign finance reform.
