Weather forecasters say we’ve had a dry winter because of El Nino and Arctic Oscillation, which shifted the storm track to the south. If you don’t really understand what that means, you’re not alone! That’s why it’s time for Vermont Edition’s weather show. Mark Breen, senior meteorologist
