The longtime head of the Vermont State Employees Association is stepping down.

Annie Noonan is resigning after 28 years with the union that represents Vermont state workers, half of that time as director.

In a letter to rank-and-file members of the 7,500-member organization, Noonan said she was resigning to take a job in Connecticut in what she called a “very difficult” decision. The job is with the University of Connecticut Professional Employees Association, in Storrs, Conn.

Noonan, who made the announcement yesterday on the 28th anniversary of joining the Association, plans to remain in her job on a part-time basis through September to tie up loose ends left over after the Vermont Legislature’s session ended Saturday.

No successor has been named.
