The Vermont Attorney General’s Office says it’s reached a settlement with a California man for mailing deceptive solicitations to Vermont homeowners offering them copies of their property deeds.
The office says Brian Pascal of Valencia, and the CEO of BWPRS, will refund Vermonters who sent him money, pay a $7,500 civil penalty, and is prohibited from doing business in Vermont.
The attorney general said Tuesday that the mailings were sent under the names of the Record Retrieval Department and National Processing Center and falsely stated that the department was in Vermont. The solicitations looked like bills or invoices and said that a nonexistent department had recommended that the homeowner get copies of their grant deed.
Authorities say Pascal charged 29 people a total of about $2,500 for the service.
