An audit of Burlington Telecom says the city-owned phone, cable TV and Internet venture ignored state-imposed rules designed to protect taxpayers from risk.

The audit shows Burlington Telecom spent more than $50 million to build a network that reaches fewer than 5,000 residents, has hemorrhaged money since its inception and plummeted into debt.

Mayor Bob Kiss tells the Burlington Free Press that the audit is dated, incomplete and marked by omissions.

The Department of Public Service audit released last week was conducted by Larkin and Associates of Livonia, Mich.

Larkin says BT exercised only limited oversight of its construction expenditures and may have overpaid for services.
