CLF Contests Lowe’s Construction Permit

The Lowe’s Home Improvement Center planned for South Burlington got a one-two punch Friday. First, the Water Resources Board told Lowe’s it would not reverse its order of last week that halted construction at the site. Then the Conservation Law Foundation filed legal papers at the board saying there were problems with the project’s construction permit – as the board found last week – as well as its underlying permit. CLF lawyer Chris Kilian says changes to Lowe’s stormwater system were approved by a low-level state employee who lacked the authority to approve such change.
