Governor Howard Dean says the United States should attack Iraq if Saddam Hussein has atomic or biological weapons. But he says President Bush must first convince Americans that Iraq has the weapons and then prepare people for the likelihood that American troops would be in Iraq for a decade.

Dean is considering a run for the presidency in 2004. Other possible candidates say that Congress must be involved in any decision to use military force against Iraq.
