Retiring Montpelier Police Chief Douglas Hoyt is the Vermont’s emergency manager of the year.

Hoyt was given the honor by the Northeast States Emergency Consortium and Vermont Emergency Management.

The award is given annually to individuals who have made an outstanding contribution to emergency management.

Hoyt has served 27 years as Montpelier Police Chief and 20 years as the city emergency management director.

Hoyt was in charge of Montpelier’s emergency response when the Winooski River overflowed its banks in 1992.

And he prepared the response this year after experts predicted similar flooding, which did not occur.
