Douglas signs substance abuse law

Governor Jim Douglas on Wednesday signed into law a bill to combat substance abuse in Vermont. The law provides nearly eight million dollars for drug treatment and prevention. Almost half of that money will go towards a new 80-bed inpatient treatment facility. The plan also includes funding for 10 drug counselors in middle and high schools.
