Former New Hampshire state Sen. Mark Fernald says his campaign for Congress will be based on promoting American values that cut across party lines.

Fernald, a lawyer who lives in Sharon, announced Tuesday that he is seeking the Democratic nomination in the 2nd District. He wants to focus on values such as compassion, fairness and independence as he pushes for universal health care, a fair and simple tax code and changing the election system to lessen the influence of big money.

Fernald, who ran unsuccessfully for governor in 2002, is among several candidates for the seat now held by Democrat Paul Hodes, who is running for U.S. Senate. Others include Hopkinton lawyer Ann McLane Kuster and state Rep. John DeJoie of Concord.
