The state’s hospitals presented their plan on Thursday to help reform the state health care system.

A first step is an increase in a broad-based tax, such as the state income or sales tax, to buy the state five years’ time for stabilizing the Medicaid public health insurance system. Hospital officials say that would also create time to begin implementing a comprehensive reform of the broader health care system. They did not say what tax they think should be raised.

Hospital representatives detailed their plan today before the House Health Care Committee. The hospital association’s plan is the first comprehensive counterproposal to the governor’s ideas for saving Medicaid, a program that provides insurance to roughly one in four Vermonters.
