How court diversion worked for one Vermonter

When Windsor County attorney Martha Davis was arrested recently for having 2 and a half pounds of marijuana in her possession, she was given the option as a first-time offender to undergo a court diversion program.

Governor Jim Douglas was not happy about that, saying it amounted to a "get out of jail free" card. Douglas was so upset, he ordered all future significant marijuana cases in Windsor County sent directly to the state’s Attorney General instead.

But what exactly does court diversion entail? We decided to ask Bill Moore that question. As a 19-year old student at UVM, Moore was arrested on charges of petty larceny and unlawful mischief, and to avoid having a criminal record, he opted to enter and complete a court diversion program:
