(Steve Delaney) The State of Vermont is trying to bend the rules to allow more elderly Vermonters to stay in their own homes, rather than in nursing homes, and still have their care costs covered by Medicaid. It will take a special waiver of the federal Medicaid rules to get that done, and the governor is working on it.

His point man on the Medicaid waiver expansion is Commissioner Patrick Flood of the state Department of Aging and Disabilities. Commissioner Flood, welcome to Morning Edition.
