The Woodside Juvenile Rehabilitation Facility in Essex is changing its restraint policy after a second youth suffered a broken wrist in the last year.
The Department of Children and Families is investigating this summer’s incident.
Commissioner Steve Dale says it involved a resident of the secure facility for troubled teens who was injured while being subdued by a staff member.
After the injury Dale says he ordered Woodside to stop using the "pain compliance” procedure.
He says the facility had already started to replace the method with one that avoids inflicting pain.
