(Host) Burlington Mayor Bob Kiss has vetoed a city ordinance that would ban outdoor smoking.

Kiss says the ordinance is a compromise proposal and bad public policy.

The Burlington City Council approved a plan this month that bans smoking in places where people congregate and where signs are posted.

But the proposal allows smoking at outdoor cafes, which Kiss says would fail to protect the employees of those businesses from secondhand smoke.

Supporters of that loophole say it would help the Church Street Marketplace retain customers who smoke.

Kiss wants the Council to go back to the drawing board.
