The Joint Fiscal Committee holds an emergency meeting on a $19 million short fall in LIHEAP funding;  Leahy lauds the Supreme Court ruling on the second amendment, and he says he’ll vote against the FISA bill;  a dozen towns in Massachusetts have passed resolutions opposing the relicensing of Vermont Yankee;  the Fish and Wildlife Service has proposed expanding a lamprey treatment program to four new waterways.
