The Associated Press is reporting that Howard Dean is prepared to endorse John Kerry; the federal No Child Left Behind Act is becoming a partisan political issue in Montpelier; a Senate Committee has passed a resolution asking for an independent safety analysis of the Vermont Yankee nuclear power plant, before it’s allowed a 20 percent uprate; the National Weather Service says should not be a bad spring for ice jams and flooding; Second Circuit Court of Appeals nominee Peter Hall, of Rutland, will appear before the Senate Judiciary Committee this afternoon in Washington.
