The VT House has given final approval to a bill that sets up a state-run health insurance marketplace in two years. A new study that links consumption of sugar to a number of serious health problems is reviving interest in a proposal to tax all sugar-sweetened beverages. The VT Senate has put off final action on a major overhaul of the state’s mental health system after the administration of Gov. Shumlin announced the impending layoffs of about 80 employees of the VT State Hospital.
