Anya Rader Wallack , who spearheaded the Shumlin administration’s health care overhaul, is leaving state government to be closer to her family in Rhode Island. Leaders in the Vermont House are trying to line up votes this week for a $1.3 billion plan that includes a contentious bid to cap welfare benefits. Vermont’s Northeast Kingdom has been granted a special foreign trade zone designation that backers hope will boost economic development.
