Powden Leaves State Service For Work In Local Development

The Brattleboro Development Credit Corporation will add a new face to its leadership team — but one with a familiar name.

The nonprofit development group has hired Patricia Moulton Powden as its Director of Workforce Development and eventually, its executive director.

Her father, the late Elbert "Al" Moulton, was the BDCC’s first executive director in the 1980s. Moulton was a legendary economic development dynamo.

Powden currently serves as Deputy Secretary of the Vermont Agency of Commerce. She also served as Commissioner of Labor under Governor Jim Douglas and also as chair of the Vermont Environmental Board.

Powden lives in Windham County, and says she’s wanted to return to regional development work. The county has been losing jobs, and its population has declined.

"The first thing I’m going to be working on is to try to make sure we have appropriately matched the skills of the available labor with the skills of the available jobs," Powden says, "and to making sure we have a strong pipeline of folks coming out of our school systems who wish to stay in Vermont and assuring that they have the skills to be able to stay and take the good jobs that are available in Windham County."

Powden says the biggest challenge facing Windham County is the loss of jobs and revenues associated with the closure of Entergy Vermont Yankee — whenever that occurs.

Powden will become Executive Director of the Brattleboro group when current director Jeff Lewis retires at the end of 2013.
