The Vermont Senate has given preliminary approval to a spending plan that would help build a new courthouse in Rutland. The $40 million capital construction bill calls for issuing bonds to pay for state construction projects and other capital investments.

In addition to the money for the Rutland courthouse, the bill includes $250,000 for five pilot projects to introduce broadband Internet service to rural areas.

The bill passed on Tuesday on a voice vote. One senator criticized it, saying it was too generous in light of other pressing needs, especially for road and bridge repairs. The bill is up for final consideration on Wednesday.
