The Vermont Senate Judiciary Committee has unanimously recommended authorizing civil marriage for gay and lesbian couples.

Before that vote, the committee defeated an amendment that would have delayed action until after a statewide non-binding referendum next March.

Supporters of same-sex marriage say it shouldn’t be decided by popular vote.

The bill now goes to the full Senate. If it becomes law, civil marriages for same-sex couples could begin September 1.
