Vermont state senators say they believe they’ve found a way to pay for transportation programs without raising fuel taxes.
They’ll rely on increasing motor vehicle fees by a total of more than $13 million.
Senators also have agreed to reduce Transportation Agency spending by a little more than $4 million.
