A study says the state of Vermont needs to pay more to foster parents of children in state custody.

The report by Children’s Rights says the rates need to be increased between 48 percent and 52 percent, enough to cover the actual costs of raising a child, depending on age.

Children’s Rights is a national advocacy group for abused and neglected children.

State Children and Families Commissioner Steve Dale says the study only used base reimbursement figures and did not take into account extra compensation provided to many Vermont foster parents.

Dale said 44 percent of the state’s foster parents who have received specialized training qualify for a top rate much higher than the cited by Children’s Rights.
