Task force says Windsor prison should be all-female

Windsor might become home to Vermont’s second all-female prison, if the governor accepts a recommendation from a Corrections Department task force. State officials say converting the all-male Southeast State Correctional Facility to an all-female facility would make sense because of growth in the state’s female prisoner population.
