The Vermont House has given final approval to a bill designed to raise $24 million in new revenue.

The bill imposes a new income tax surcharge, beefs up enforcement programs and offers a one time amnesty program for people who owe the state back taxes. It’s also expected to raise about a million dollars a year by taxing digital downloads of movies and books.

The legislation also makes changes in Vermont’s estate tax and lowers the statewide residential property tax rate by two cents.

The House voted 82-54 in favor of the bill.
