The snowless winter hasn’t created savings for the winter budget of the Vermont Transportation Agency.

Terrill says the budget is right on track.

Terrill says the cost of winter road maintenance isn’t based on the amount of snow. Rather, it’s based on the number of winter weather events.

She says it can cost as much to clear roads following a half hour of freezing rain as it does for an all-day snowfall.

Terrill says the budget was strained through the beginning of February. But the warm March brought the budget back into balance.
