Governor Jim Douglas has proposed leasing the state lottery to a private company to help generate a one time bonus payment of $50 million. The governor wants to allocate $25 million to lower the statewide property tax rate and $25 million dollars to the state’s school construction program. Douglas says his plan is a way to maximize lottery revenues in Vermont. But Democrats are raising philosophical objections. VPR’s Bob Kinzel talked with Burlington Rep. Kurt Wright and Burlington Rep. Chris Pearson about the issue.
