Gas prices have jumped by $1.30 a gallon since October 1 to almost $4 a gallon. Congressman Peter Welch believes President Obama should releases oil from the Strategic Petroleum Reserve. Welch is also pushing legislation that would close a tax loophole that benefits oil speculators and he wants to end tax breaks for oil companies.
