Welch says proposal would save through efficiency

U.S. Rep. Peter Welch says he’s going to introduce legislation in Congress that would help make homes across the country more energy efficient.

The $10 billion, four-year program would help retrofit old homes and commercial buildings in the hopes of making those buildings 20 percent more efficient.

The Vermont Democrat outlined his proposal in Burlington on Monday outside a home that recently underwent $20,000 worth of renovations that helped cut the family’s power bill by $1,300 a year.

The couple, Jason Van Driesche and Susan Munkres, used a variety of programs to help pay to insulate and install a new heating system in their home in the city’s South End.
